Addressing endpoint-induced congestion with duplicate acknowledgment

Abstract
This dissertation develops a reactive congestion-control scheme for scale-out accelerator networks that uses duplicate acknowledgments to signal endpoint congestion, pace senders to target processing capacity, and reduce packet loss and retransmissions.
